Данная статья посвящена разработке нового подхода к управлению в организационных системах на примере групп участников направления территориального и (или) отраслевого лидерства программы «Приоритет-2030» (далее – территориально-отраслевое направление и программа «Приоритет-2030» / Программа соответственно) на основе ретроспективной, текущей и экспертной информации. Суть предложений заключается в том, что в отличие от используемого в настоящее время подхода, при котором оценивается отдельно каждый университет (на основе итоговой оценки по показателям и по докладу ректора о реализации программы развития университета), исследуются результаты деятельности трех групп университетов по методу «смещенного идеала». Анализируется деятельность университетов в предыдущие годы (начиная с 2020 года – до начала реализации «Программы-2030»). Для анализа используются значения показателей специальной части за 2020–2022 годы (данные Центра социологических исследований – оператора Программы). Установлено, что в процессе реализации Программы составы групп подвержены значительным изменениям: так, первоначальные составы Группы 1 и Группы 2 (2021 год) изменились по итогам заседания Совета по поддержке программ развития университетов (далее – Совет) в 2023 году на 50%, а Группы 3 – почти на 40%. С одной стороны, это хорошо, поскольку усиливает конкуренцию между участниками Программы, но, с другой стороны, свидетельствует о нестабильности позиций университетов в Программе, что отрицательно сказывается на реализации их программ развития. Именно для повышения эффективности принимаемых управленческих решений, связанных с распределением по группам участников Программы и соответственно финансовых средств, предлагается использовать комплексный подход, учитывающий как деятельность отдельных университетов, так и групп в целом. Данный подход может быть использован для принятия управленческих решений при трансформации программы «Приоритет-2030» в 2025 году.

This article is devoted to the development of a new approach to management in organizational systems, using the example of participants in the territorial and/or industrial leadership direction of the Priority 2030 Program (hereinafter referred to as the territorial-industrial direction and the Priority 2030 Program, or the Program). The essence of the proposed method is that, unlike the currently used approach, in which each university is assessed separately (based on the final assessment of indicators and the rector’s report on the implementation of the university development program), the results of the activities of three groups of universities are examined using the Displaced Ideal Method. The activities of universities in previous years are analyzed (starting from 2020 until the start of the implementation of the Priority 2030 Program). The analysis uses the values of the special part indicators for 2020–2022, based on data from the Federal State Autonomous Scientific Institution ‘Sociocenter’, the Program operator. It has been established that during the implementation of the Program, the composition of the groups is subject to significant changes. Thus, the initial compositions of Group 1 and Group 2 (2021) changed by 50% following the meeting of the Council for the Support of University Development Programs (hereinafter referred to as the Council) in 2023, while Group 3 changed by almost 40%. On the one hand, this is positive, since it increases competition among the participants of the Program; however, on the other hand, it indicates the instability of universities’ positions within the Program, which has negatively impacts the implementation of their development programs. It is precisely to increase the effectiveness of management decisions regarding the distribution of Program participants among groups and, consequently, financial resources, that an integrated approach is proposed. This approach considers both the activities of individual universities and the groups as a whole. This approach can be used to make management decisions during the transformation of the Priority 2030 program in 2025.
